While in the dark days when district thirteen rose up and decided to fight the capital I group called SFA (safety for all) adventured further away from the centre of district thirteenth and towards the edge of it where there was practically nothing and where the attacks from the capital did not take place.

There were about ninety people in the SFA who all hid out near the water's edge until the war was over.

Soon after the capital found them and gave them "mercy" letting them rebuild a district. District fourteen the capital helped create fourteen in hopes to show the other districts that even though there was a rebellion against them that they took out they still had mercy towards the districts.

District fourteen carried on the nuclear power that district thirteen once held now supplying the
Capital with the new power did not only create a bigger threat but also made the capital feared by many districts.
