The second portion of the prophecy of Revelation 13 pertains to the discussion of the companion beast that will cause the deadly wound of the first beast to be healed. This healing has not yet come to pass but will take place when the historic conditions under which the land beast operates comes to fruition.
Revelation 13:11-18
11 And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.
12 And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.
The beast coming from the earth (known as the land beast) arises immediately after the sea beast, and while it has lamblike characteristics at beginning, it becomes satanic in its operation as it ages.
The United States of America, as the land beast, became a recognized country in AD 1798 through official acceptance by the Government of France. The two horns symbolised that this country would have a government without a king and a religion without a pope. This secular government would be independent of any religious authority through an independently defined constitution that would establish its government.
The land beast ultimately causes satanic laws to be promulgated against the people of God in a like manner to that of the sea beast. The land beast's religious character continues to deteriorate until it becomes an enemy of God and His people, equivalent to the papacy. The land beast supports the sea beast during the rise of the Second Dark Age, which is shortly anticipated. It appears that the Spanish Inquisition is prophesied to arise again under the power of the land beast with the authority of the sea beast. The two of them together will work in cooperation in the coming of the second dark age.
13 And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men,
14 And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.
The miracles and functions of the land beast are in support of the sea beast, but are through the power of the land beast. The intent of Satan is to overwhelm the people of God through the political and military powers of the United States of America and compel them to worship Satan- the papacy.
The land beast, therefore, becomes a religious/political authority with power to promulgate laws that will affect religious worship for all the people of earth.
15 And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.
16 And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:
17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
The above passages define the extent to which the papacy will go to force compliance with the desire to bring the whole world into apostasy. The people of God are to be forced back into the Dark Ages and to suffer all the penalties under Law that the land beast can assign as the Constitution of the United States of America is abrogated. All prior personal freedoms are to be eliminated and the righteousness of mankind will be as that during the time of the French Revolution. The citizens of the world are to be separated into two categories - one that will adhere to the false doctrines of the papacy and the apostate churches, and, the other group who will keep the Commandments of God and have the faith of Jesus.
17 Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six
This passage specifically refers to the identification of the papacy as the beast. The Church of Rome is known by the title "Vicar of the Son of God," or in Latin, the official Language of the Church, as Vicarious Filii Dei - whose Roman numeric letters equate to 666.
