Andie Harris was a 'fugitive' of the law who was captured by "government officials" (HYDRA) and imprisoned in the Raft because she (unintentionally) murdered seven officials and (unintentionally) injured sixteen bystanders with her supernatural abilities akin to Wanda's. Alexander Pierce tortured and abused her abilities. He had her injected with a metal chip which he could control. A further baseline will be explained throughout the story.
