In the shadowy corners of Gotham's underworld, a new figure emerged, known only as The Transfer. Lucia Borgia's origin is steeped in the chilling lore of a dark cult from the cold reaches of Russia. This cult, obsessed with the eternal life, combined dark magic with cutting-edge technology in their quest for immortality. They believed that by merging the arcane with the artificial, they could transcend the mortal coil.

Lucia, once a mere initiate, was subjected to harrowing rites and experiments, transforming her into something more than human. Her flesh became a canvas for occult symbols, etched deep and brought to life with nanotechnology. Her mind was interlaced with cybernetic implants, altering her very being. She became a living weapon, her body and soul disfigured by the cult's ungodly practices.

The alterations granted her an unparalleled ability to mimic any woman, her latex masks embedded with nanotech and AI, seamlessly fusing with her face and brain. With the tech implanted in her, Lucia could flawlessly assume the identity of any female, making her the ultimate mistress of disguise.

Her talents caught the eye of Oswald Cobblepot, the Penguin, during his machinations in Gotham. The Transfer's first task for Cobblepot was a twisted one; she was to create a double of him. Utilizing her abilities, she found a suitable patient in Arkham Asylum, crafting an undetectable disguise. Meanwhile, she assumed the identity of Olivia Thorne, a mortician, to operate in plain sight, her true motives hidden beneath layers of deception.

As The Transfer, Lucia Borgia now weaves a web of lies and intrigue, her presence in Gotham a harbinger of dark things to come. Her origin story is a testament to the lengths some will go for power, and a warning of the new evils that Batman must face.

The air in the dimly lit room was thick with anticipation as Lucia Borgia, known in the criminal underworld as The Transfer, meticulously crafted her masterpiece. In front of her lay a plethora of high-tech equipment, synthetics, and a fine array of nanotech fibers – all components necessary for the creation of her most convincing disguise yet. The latex mask of Harley Quinn was not just a mask; it was to be an embodiment, a vessel for deception.

As Lucia delicately interwove the nanofibers into the latex, the mask began to take on the iconic features of Harley Quinn: the playful yet sinister smile, the bright, expressive eyes, and the pale complexion juxtaposed with the vibrant contrast of her makeup. The Transfer's fingers danced with precision, implanting micro actuators to mimic facial movements and a voice modulator capable of replicating Harley's distinctive voice.

Oswald Cobblepot, the Penguin, stood by, observing the process with an amalgam of fascination and impatience. "Make sure it's perfect, Lucia. The Joker is no ordinary mark," he warned, his voice echoing slightly off the concrete walls.

Lucia didn’t respond, her focus unbreakable as she applied the finishing touches. With a flourish, she activated the mask, and it came alive. The eyes blinked, the mouth twitched into Harley's trademark smirk, and then, in an eerie imitation of life, it spoke with Harley's bubbly cadence, "Puddin'! Are you out there?"
