That's up to you and your own writing process. Perhaps you would like to jump in and start writing your story. Or perhaps you would like to write a story outline or synopsis. If your story requires either a lot of world-building or research, now might be a good time to focus on that, unless you prefer to work on that as you write.
My own writing process is fairly fluid and subject to change. I will usually work through the exercises in Preparing to Write, and then go on to write my first chapter. Only then do I feel like I know what is coming next, so I will put together a synopsis, but only if the project is expected to be at least of novella length (depending on the length of the story I'm writing, it will be between one and three pages long). I then separate out the main points in the synopsis to create chapter summaries, but these are not set in stone. My stories are often character-led, so I will go where they take me.
