After the princesses go over the gist of the mission, the party moves to the throne room. Soza looks around noting it's far more rustic architecture. The room has a high ceiling, walls constructed of large, firmly fixed stone blocks the size of carriages, likely constructed using bending, they were so well assembled she doubted she could slide even the finest parchment between the blocks.
The Fire insignia now blazed proudly on said walls.
Soza smirked at that, this room perfectly symbolized the pride and stubbornness of the Earth Kingdom, but also the superiority of the Fire Nation. How they eventually overcome any and all opposition. This was a sign their campaign was righteous, if it wasn't meant to happen, if they were 'disrupting the balance', why was it so easy. Could anything meaningful be disrupted so easily, her nation's purpose was to spread their prosperity and stability to the others. Create a peace that can't so easily be shaken.
As the group approaches the throne she feels eyes on her, she looks over to Azula who's already looking back at her, her eyes communicating amusement at the governor, his wife and guards' confusion. They wondered who'd sit on the throne. Soza was used by now to stepping aside for Azula in public, she was the older after all.
Azula and Soza continue walking, when they reach the throne Azula stands on its left side, Soza looks at her briefly noting a nearly imperceptible nod and takes her place on the thrones right.
The twins look down at the rest of the party, Mai and Ty Lee sat on the steps leading to the throne. The governor and his wife who knelt a few places in front of them flanked by two guards, might not have been as daft then she'd assumed as they had suppressed all shock at the twins' disinterest in sitting upon the throne.
Azula breaks the silence, "in the courtyard, why are soldiers' out of post and assembling?"
The governor babbles briefly when he realizes she's addressing him, "I apologize. You've come to Omashu at a difficult time. At noon we're making a trade with the resistance to get Tom-Tom back."
"Yes, I'm so sorry to hear about your son, but really," she squares her shoulders and clasps her hands, "what did you expect by just letting all the citizens leave?" The governor remains silent.
"My father has trusted you with this city and you're making a mess of things!" Azula tells him harshly.
At her sister's harsh tone the governors bow lower visibly shaking, Mai's mother speaks first.
"Our apologies, Princesses."
Soza sneered, she had a particular dislike for Mai mother, she slowly descends the steps past Mai and Ty lee, who'd been waiting to be addressed, and stopping between the governors.
"You stay here, " she looks back makes eye contact with Mai and Ty Lee who both stand, "Mai will handle the hostage trade so you don't have a chance to mess it up with your incompetency."
She continues walking and Mai, Ty Lee and Azula who's also descended the steps follow not far behind.
"Oh, and there is no more "Omashu". I'm renaming it in honor of my father, the city of New Ozai," her sister calls back just before they are out of earshot.

The party takes a closed carriage through the city. They pass through the merchant section where goods of all varieties are brought in from all over the world. Soza sit next to her sister on one side, Mai and Ty Lee opposite them on the other. Azula sits slouched against the side of the vehicle, staring out at the passing city, tapping of her nails on the metal body in a constant pattern.
