Rogues without any true connection to others and the packs are not entirely common, but they are plentiful enough that they can cause issues for the packs. Where most aren't violent, there are bands of rogues that can cause great pain and destruction to the established packs.

Some rogues travel solo, others travel in groups or in unofficial packs. Some are settled down in the human world, some are settled down in lands that belong to no pack.

Some packs allow rogues to petition a temporary stay in their lands - Sierra one of the leading packs to do this. So long as certain stipulations are met, the wolf can stay for the duration in which they petitioned.

Some rogues work as hired mercenaries or spies for various packs - but use them wisely, most will answer to whomever pays them best.

Some rogues are in exile or banishment, others were born without a pack. Regardless, rogues are looked at with foggy judgement by most wolves - why would a wolf live without a pack?
