Despite this progress, not all facilities operated at peak efficiency, as Elohim withheld some faith for periodic transfers to the throne. The primary reason was the low number of angels in Heaven, a consequence of fallen angels and conflicts with other factions. Heaven's angelic population had dwindled to just over half a million
Now, with his return and Ciel's efforts, Elohim could create angels en masse once more. Each month, he created around a hundred thousand new angels. Unlike the first generation, these new angels were powerful, with most reaching the mid-class angel tier at the peak of Power stage, and some even being born as Virtue stage angels
In fact, thanks to the influx of faith that Elohim was receiving, he could create a million angels per month. Normally, he would have done so, but given the tense relations and high chance of war, he decided to focus on quality rather than quantity. Thus, he created legions of new angels ready to perform their tasks as assigned by him
As the creator of Heaven's Library, Elohim could copy the knowledge from its books, ensuring each new angel was advanced in their understanding from birth. This made them highly knowledgeable about their tasks. However, knowledge alone wasn't enough; practical application was crucial. This is where the Cabins came in. Thanks to the magnificent invention by his precious daughter Raphael and further improvements by Ciel, all combat-oriented angels could quickly integrate their knowledge into experience and skills. This made Elohim proud of the faction he had created

Seeing her now, Elohim realized just how powerful she had become ' In terms of power, she is truly remarkable ' He mused ' She is nearly as strong and skilled as Ciel. As of now, we can safely say she is our second strongest combatant ' He couldn't be prouder of his daughter
Gabriel walked towards the throne and knelt before Elohim. "Father, further skirmishes have erupted around the territories of Heaven, with many casualties occurring," she reported sadly, feeling the loss of her precious little brothers and sisters.
Elohim grumbled slightly at the news but maintained his composure. "And the human world? What is the situation there?"
"The human countries in Europe are currently in a cold war, with tensions rising and the advent of war between nations imminent. Hitler-controlled Germany is building up quite a force, while France, despite not increasing their troops, has opted to fortify their defenses and buy more equipment from Tempest Industries," Gabriel replied, a hint of pride in her voice as she mentioned her son's success.
With war becoming more and more imminent, the French government had contracted various companies and organizations, including Tempest Industries, a weapons and defense manufacturer producing some of the most advanced weapons on the market. This move had slowed Germany's momentum but hadn't stopped their aggressive push.
