Hollows turned into business.
Governments industrialized them, and before long, everyone wanted a piece, corporations, gangs, conspirators, you name it.
There are forces to keep them organized, of course, the N.E.P.S. (New Eridu Public Security), keeps the streets from turning into a warzone, H.I.A. (Hollow Investigation Association), deals with Hollow outbreaks before they spread, New Eridu Defense Force, they handle the big stuff, outside threats, Hollow containment, and pushing the city's reach.
