I am honored to promote him to the rank of Grand Admiral. May he wear this title with pride.”
A roar of applause erupted from the crowd, and Grand Admiral Hackett, visibly moved, saluted once more before returning to his seat. The cheers continued, a testament to the respect and admiration he commanded.
Next, the Emperor made another significant announcement. “In recognition of the vital work being done to establish the Quarian home project, we will be expanding this initiative. An additional one thousand homes will be constructed, not only within the capital city but extending to other regions on Earth.”
The crowd's enthusiasm was palpable as they cheered for the expanded project. What had begun as a city-centric endeavor was now becoming a grand undertaking, reflecting the Imperium’s commitment to the Quarian people and their integration into Imperial society.

Malcador’s response was both enlightening and reassuring. “I am the High Lord of Earth,” he explained. “In the event that both the Emperor and Lord Commander Shepard were to be incapacitated or perish, the responsibility of ruling Earth and the Imperium would fall to me. However, my foremost duty is to serve the Emperor and ensure the stability of the Imperium.”
The Emperor himself confirmed Malcador’s crucial role. “Malcador is irreplaceable in his position. His loyalty and service are unmatched, and he is the only one who could shoulder such responsibility should the need arise.”
