Katsuki is part Cerealian from his mother side of the family as his grandmother was a Cerealian who came to Earth and settled down. In order to escape from the Space Tyrant Frieza, his grandmother had altered her genetic information to change the hair color to the sandy blond which was inherited by the rest of the family.
Katsuki's red eyes symbolized his ability that he received from his Cerealian heritage. He came to later learn about it after Inko and Vegeta noticed the common ability that could only be found in Cerealian and helped him awaken his heritage. He is strong enough that he became among the strongest.

The Himura clan (Her mother side of the family) are said to be descendants of a legendary Ice fox that took a human form and mated with a human women resulting in the clan being born.
They used to live in the coldest region of the world and their white hair along with their power over the Element of Ice symbolized their heritage as descendants of the powerful Ice fox.
In order to preserve the power they received from the legendary Ice Fox, the Himura clan engaged in interbreeding between clan members to ensure the purity of their bloodline remain as such.
Sadly, as each generation had passed, the power they received from the legendary fox started to disappear until they were only left with their Ice quirk and even then, it was a shell of what it used to be in the past.
Shoko was the first member in many generations to have awakened her blood as fox thanks to the help of Izuku. This allowed her already existing quirk to receive a significant boost in power unlike before. She also gained magic.
