Marty questioned, "What was the last thing you remember before your memory loss?"
Biff explained, "Well, I was handing out fliers for the Citizen Plus program, just like I'd been doing all day. I'd just finished feeding some leftover baloney to this cute little squirrel when Miss Edna came by."
Marty repeated, "Edna?"
Biff confirmed, "Yeah. She wanted to run a, uh, diagnostic on my Citizen Plus watch. I must've fallen asleep or something, 'cause when she was done, it was an hour later. And then your mom came by."
Marty asked, "So the last thing you remember before my dad got beat up is Edna fiddling with your watch?"
Biff answered, "Yeah...that does sound pretty bad, huh?"
Marty stated, "Biff, your watch. Does X-11 mean anything to you?"
That's when Marty showed the print out that he had.
Biff frowned, "X-11? Is that a new band or something? I don't go in for that new hippety hoppety stuff."
Marty shook his head, "It's not a band, Biff. It is a mode on your watch."
Biff stated, "Weird, I've never seen it look like that. Heck, I can barely keep this thing from blinking, see?"
That's when he showed Marty his Citizen Plus watch. Marty got the watch to X-11 and then pressed the mode button.
He turned to Biff, "Biff?" Biff grunted a response. He said, "Okay, that's weird. What's wrong with you?"
"Uurr?" Biff said.
Marty raised a brow, "Did you attack my dad?"
"Uurr," Biff said, with a nod.
Marty admitted, "Now we're getting somewhere. Why'd you attack my dad?"
"Uurr," Biff said, with a shrug.
Marty asked, "You must've been hypnotized - who put you up to this?"
"Uurr," Biff said, with another shrug.
Marty thought a loud, "Guess that'll have to wait til I get the tape. Where is my dad's tape?"
"Uurr," Biff said, looking towards the courthouse.
Marty tried, "The de-cycling bin? Could you do me a favor and um go get my dad's tape?"
"Uurr," Biff said, walking towards Officer Baines.
Robert perked up, "Hey, Mr. Tannen. What's up?" Biff was still slowly walking towards him, almost zombie-like. He asked, "Is that McFly kid bothering you?" Biff was almost at the bin and he yelled, "Hey, you can't go in there!"
Suddenly Biff grabbed Robert and pushed him out of the way. He then went down the chute. Marty came over to his uncle.
Marty asked, "Holy smokes Uncle Robert, what happened to him?"
Robert answered, "I don't know, no one has never jumped into decycling bin before."
"Well where does it go?" Marty asked.
"That information is above my pay grade. Aw, jeez. I'm in a lot of trouble now." Robert answered.
Robert went off to tell Citizen Brown as Marty took a second but went down the chute.
Marty admitted, "I've got a really bad feeling about this."
...
"Gosh, ma'am, did I do something wrong?"
"'Did I do something...' Mr. Tannen, I put a lot of work into honing you as the second Citizen Plus. What on Earth possessed you into attacking an officer...?"
"Second? I thought I was the first...? Besides the last thing I remember was showing that McFly kid my watch..."
"McFly?" That's when Marty arrived after coming down the chute. She growled, "McFly."
"Strickland." Marty replied, venom in his voice.
Edna went over to Biff and activated the mode again. She commanded Biff to keep Marty away.
She admitted, "You know, he's a better test subject than Estelle ever was."
Marty struggled, "You did this to Estelle?!"
She added, "She was my first Citizen Plus. She was way too loyal to her brother. It was her doom. So I lied about Mr. Tannen being our first Citizen Plus." Marty had Biff look around the room and different things, trying to snap him out of it. She taunted, "You see, Mr. McFly? Thanks to the enchantments I've made to the Citizen Plus program. I can bring even the most rabid of dogs to heel."
Marty kept trying, though. His license plate to his car, the beer, the cigars, the porn mags... It was too much for Biff as he let go of Marty. It was all too much for Biff as he fainted. Edna was furious.
Marty stated, "C'mon, Edna. Give the poor guy a break."
Edna perked up, "Break? You sound like my wishy-washy husband. Always trying to find the good in everyone, never wanting to accept the fact people are just born bad."
Marty shook his head, "Maybe but that doesn't give you the right to turn them into zombies! Now give me my dad's tapes so I can..."
Edna interrupted, "You mean those tapes I erased while you were struggling with my 'zombie'."
"What?" Marty asked.
He ran over to the monitor and learned that Edna was indeed telling the truth.
Edna stated, "Utopias are fragile things, Mr. McFly. Especially when overseen by minds as...distractible as my husband's."
Before Marty could say anything, before them heard a very familiar voice.
"Edna!"
Marty and Edna turned, seeing Citizen Brown there. And he looked furious.
"Doc?" Marty asked.
"Emmett, what are you doing here?" Edna questioned.
"I came down here to investigate a troubling report involving Mr. Tannen." He explained, sounding calm for a moment.
Marty started to say, "Doc, you've got to stop her..."
Citizen Brown interrupted, "Silence!"
"Okay..." He said, a bit afraid of him.
Edna was smirking at the youngest McFly, thinking that Citizen Brown didn't hear anything, especially about those things she had said about his sister.
Citizen Brown continued, "I was concerned that there might be a flaw in my Citizen Plus program. Imagine my surprise when I found my wife perverting my life's work - and lied to me about Mr. Tannen being for the first Citizen Plus program." That's when Edna turned a ghostly white. He did hear everything. He added coldly, "How could you do that to me, Edna? Is that what it's all been about? Jealousy of my sister? All those years, all our struggles to cure society's illnesses? Just to create a world where free will can be turned off with a flick of a switch!"
Edna stated, "Oh, please Emmett. You wanted this just as much as I did. Remember?" At that moment, she took his hand. She added, "If only we could tell someone to stay off the grass, and so help us, they would never tread a foot on a well manicured lawn again! That's what Citizen Plus does. Sure, I did test it on your sister but she was so loyal to you that it just broke her spirit. It makes rules unbreakable. I only gave it the slightest of changes..."
Citizen Brown broke away from her, furious. "Enough! We will not have this discussion here!" Edna started to protest as he added, "Go home and wait for me!"
She glared, "Fine!"
That's when she left Citizen Brown and Marty. Citizen Brown had watched her go, the fury still in his eyes - not to mention the tears.
