In truth though he have the largest empire that ever been formed not seen since the ancient times many countries have been peacefully annex through diplomacy and few wars in between due to lunatics of leaders

Ronan also knows about the  Dark Kingdom during the 19th century where UAE moving towards FTL age as they are moving outward from the Solar system, there his Empire witness an very old civilization of the moon, which was at long time ago, manage to sustain life, after further study especially when he gotten his Herald powers, he looks into the past and would horrified of him of what he had witness, seeing a benevolent queen sacrifice her life just so to protect of what remains of her family made Ronan cried for her death then he would learn about Sailor Moon, he have to admit that not only the queen is sure is beautiful but also her daughter but too bad the daughter have a boyfriend

Then when the first threat appear in Japan which for Ronan and others find it unsual that it was the only the country being attack by whatever this evil forces tried to invade, by that time there is already units that have been created solely counting this evil force which is highly effective when they finally made their appearance for the Sailor Scouts

He would then meet with the Sailor Scouts who are still very much shock that the American Empire knows the threat far longer than they have though, not only that there have units dedicated of fighting those evil forces which would be greatly appreciated by Usagi and friends since they have now the support of the most Advance and Powerful nation of Earth and gladly take their help

He will help them from time to time whenever they and his forces weren't enough, when Chaos finally showed up, Ronan directly intervene and with his immense power he easily destroyed Chaos but not before torturing Chaos just out of sheer spite against it's evil, by that day the Sailor Scouts just learns not to anger the Emperor of UAE especially their enemies who would dare to rule the world

When Chaos finally defeated, and when Usagi and Mamoro begun to start their ruling, Ronan finally begun to annex other countries because many have voted to be annex due to the benefits that the UAE would offer to them that which outweigh of their sovereignty 

With it he would rule the entire half of Earth while Sailor moon do the half and knowing both themselves there won't be war with each other

Though for Ronan he found Usagi's ruling to be peaceful.... Too peaceful for his liking as they have no standing military not even train militia to defend their people should there be attack since they won't be everywhere at once

Then when Usagi proposing of immortality to whole population, Ronan was outrage at that, he hated such proposal that he threaten to have a war against Usagi because it would be against God design of Humanity

A select few can be excuse but entire race as a whole? it would be blasphemy in Ronan's eyes as well as many Americans 

Usagi for her part instantly decline because of the outrage from the Ameircans

Americans are appeared to be or at the very least conscious about evolution and the immortality part 

Especially now that the Sailor Scouts knows the secret of American people's secret of their long life and superior physical abilities and genetics, after of course Ronan is giving permission to spill the secret

With it Usagi can only compromise of the life span up to 1,000 years only, by that time, Ronan was already pass the American life span which is 600 years old, and those who would be get pass it are likely bless even more so than others, they're the rare Americans since they are likely have a role to play , and even then no one knows that since it would make sure it won't go into their head
