These are the people that find it necessary to go on other people's works and put in the comments advertisements FOR THEMSELVES! Now, I'm not saying this is a regular occurrence but I have seen it happen before and I don't understand why. This is someone else's work! This is not a build meant for your self-promotion! The comments section has the sole purpose of letting the author know what the readers think of what's going on in the story! It's not for letting people know about your brand new book! Wait for them to come to you ON THEIR OWN! You don't need to shove it down their throats when they're trying to enjoy
