Step 1: Open a new canvas with dimensions 512x800.
Step 2: From the texture pack provided (click on the External Link or the link in the comments to go there), choose the first texture (the one with the palace sort of thing) and open it as a layer onto your canvas. Resize if needed.
Step 3: Open the PNG of Kaya Scodelario and resize it and place it wherever you want.
Step 4: Next, open up the second texture (the one with the glowy lines sort of stuff) and place it on Kaya. Then, change the blend mode to Overlay and Opacity to 51. Once you're done doing this, go to the Layers Panel, select this layer, right-click and select 'Add Layer Mask'. Once you click that, the entire layer will disappear. Now, click on the brush tool and change the size to 100. Then, run the brush over the place where you had placed the texture. When you do that, you will see green splotches wherever you run your brush. Once you do that, you will see that some bits of the texture and appear on Kaya's picture.

Step 5: Next type out your text. I used Trajan for 'Heir' and 'ess' and Raleway for 'Jane Doe.' I'm not sure what colour I used for the text but I guess #cca37c will do.
Step 6: Rasterize all your text layers (right-click - Rasterize layer).
Step 7: Right-click and select 'Layer Styles' on the respective layers. You will see the Layer Styles box. From there, come to Outer Glow. Make the following settings-
COLOUR: #f0dc6e
OPACITY : 100%
HARDNESS: 1
SIZE: 4
Step 8: Now, while selecting one of the text layers, go to Filters - Glamour Glow. Do this for all your text layers.
Step 9: Open up the next texture (the sepia creepy trees one). Resize if needed. Then, change the blend mode to Overlay and opacity to 67.
Step 10: Open the lighting texture and set it to Overlay, with an opacity of 37.
That's it. You're done! :)
