As Washington D.C. was trying to put itself back in order, one man was attempting to piece together himself. At the Smithsonian, a man stood in the Captain America Exhibit. It was the same exhibit Steve had gone to earlier to remember what it was like before the ice. To remember his friends before they returned in one form or another. This man was staring intently at the screen displaying Bucky and Cap in the 40's, listening to the information about the two. 

Best friends on the school yard and battlefield. 

The only Howling Commando to give his life. 

This man had on a long jacket and a hat placed low, as if he didn't want to be noticed. He had long hair and was a little scruffy, nothing too out of the ordinary. Except one thing. 

Under his left shirt sleeve and glove, his arm was completely made of metal.

Far away from the metal armed man, a plot of another kind was being formed, inside a dingy lab underground and away from civilization. A HYDRA lab, one where the rigid Baron Wolfgang von Strucker was conferring with a HYDRA scientist.

 But this lab housed something else. Loki's scepter and something equally dangerous. The two walked along the poorly lit passageways of the lab.

 "It's over. Fury has released everything to the public." The scientist fretted.

"Everything he knows about." The Baron said.

" Von Strucker, if they get word of our work here, if they find out we serve HYDRA..." the scientist trailed off.

"HYDRA, S.H.I.E.L.D. Two sides of a coin that's no longer currency. What we have is worth more than any of them ever knew. We've only scratched the surface and already, there are other facilities doing HYDRA'S good work around the world. We'll feed them to Captain America and his colorful friends, and keep them off our scent." Strucker said as they walked out of the lab. 

"What about the volunteers?" The scientist asked. 

"The dead will be buried so deep their own ghosts won't be able to find them." He said. 

"And the survivors?" 

"The twins. Sooner or later, they will meet the twins. It's not a world of spies anymore. Not even a world of heroes. This is the age of miracles, Doctor. There's nothing more horrifying...than a miracle." He spoke, admiring two jointed glass cells. Or rather, who was inside of them. 

On the one side, there was a disheveled looking young man. He stood in one corner of the cell and was suddenly in the other in a second, leaving only a blue-silver trail. One could tell he wasn't completely in control. Not yet.

In the other cell, a young woman knelt. She looked almost peaceful, red strands of light twirling around her fingers and blocks she made hover in the air. Then she crashed her hands together, and her wooden blocks smashed together.
