Author's Note
Could not find a proper picture for this concept, so I went with this Image as Hindus Believe Cow is an abode of all Gods.

We all Indians, especially Hindus Believe in the theory of 33 crore Devatas or The Mukkoti Devatas. We say that there are 33 crores of Gods present in our religion, the theory which some people believe that Hinduism copied from the west.
This is all theorised from the word 'koti'which means Crore. So the word Mukkoti is deciphered as 33 crore.
This is where most of the people got it wrong. In the Divine Language of Sanskrit, like all other languages , some words have different meanings in different contexts. The word 'Koti' here does not mean crore. Here the word means 'Prakar' or a Type. There are 33 types of Gods, such as the Bramhas, the Rudras, The Maruths, The Adityas etc. They all together are known as the Mukkoti Devatas. For all these Devatas , Indra is the head. Indra is not a name of a god but it is the name of the Post with which one of the Devatas is honored. For Every 'Kalpa'or Aeon that is 4.32 billion human years, the post of Indra or the head of the Devatas is changed. The person who is honored with that post becomes the head of the Devatas for that Kalpa.
Not only the Post of the Head of the Devatas is changed, but also the Posts of The Creator and The Destroyer also change. For every Kalpa one from the 9 Bramhas is selected as the Creator and one from the 11 Rudras is selected as the Destroyer. After that Kalpa this particular Devata is free from his post and joins the other Devatas under the leadership of New Indra who has been selected.
If this is all confusing for you Let me explain with an example.....
Take our own Indian Government. A member from the Ruling party is selected as the Prime Minister. Until his span of 5 Years, he remains the head of the nation and he has more power even than the head of the Ruling party. After his span he once again joins in his party and works under his party Head.
Similarly the Devatas selected as the Creator and the Destroyer remain as one of the main deities, and even worshipped as 2/3rd of the Trimurthis for that Kalpa. After that Kalpa they join the Devatas under the leadership of the new Indra.

So this is the Theory of Devatas in Hinduism.
