The wind was always bad in Chicago. The factions tried to do many things to stop it when the first mega wind storm hit. Erudite tried to stop it with the knowledge they had learned of it. Dauntless tried force it to stop. Candor did nothing. They didn't know what to do. Abnegation and Amity tried to work together and reason. None of their ways worked, except for Candor who did nothing.
