The world is currently populated by 2 major factions lead by 2 leaders. Both were harsh but arguably fair. They both wanted each other out the picture but it's not that simple. After the endless wars that occurred both agreed to simply leave each other alone but both were equally anxious.
However, both leaders shared a common problem of immigration. People were moving faction to faction for various reasons. Both leaders decided on a certain action to seal their borders so that no one could enter and no one could leave. Anyone who tried such activities would be shot on sight.
But there are always people who manage to slip through. One of these leaders wanted to mark every 'true' citizen so that anyone who entered could be easily identified.
The way he has done this is to change the colour of everyone's blood using a specific substance. Every month the registered citizens would go to their allocated 'blood station' to top up their colour of there blood (the substance wares off every month). It made there blood green and anyone found without this colour blood for whatever reason would be executed.
There were blood checkers all over the place, constantly checking. The other faction didn't need to do this as he could simply kill the green blooded people in his faction.
And it was extremely effective.
