Here is some information about England during the time this story takes place. 

After the flooding, England lost a lot of land, most of all in the lower regions. The country was cast into chaos but it didn't take them long to pull themselves up, with the help of Malta, one of the only countries that didn't wipe itself out with war.

During the dark days in Panem, they were contacted by the British who offered their help in return for an alliance. Due to the country not being as divided as they friends across the pond, they had better resources and they are the reason The Capitol won the war against so many people. Although, the alliance was kept a secret as not to frighten the Districts.

England had a similar system to Panem but only included Four Districts, their Capital being in the north were Scotland used to be. They liked the system and proceeded to break up their District up until there was twelve. They were given the same jobs as their Panem counterparts but some things were different. Two, Twelve, Four, Nine, Ten and Eleven are the richest Districts while, Five and Three are at the bottom of the pile as the country runs on steam power, not needing tech and electricity as much.

Free movement between the District is legal but you need a pass or to buy a ticket which is more than most people can afford. They also have electricity but only for six hours a day. The people are very patriotic and most are mixed race.

They also have a much better schooling system where they are taught life skills such as cooking, first aid, foraging, sewing as well as academic studies.

Every citizen over twenty-two is required to train with the army for a year and keep a weapon on them at all times to ensure they always have men and women for an army.

There is no law on marriage so it is the norm to have more than one partner but gay marriage is legal and accepted nationwide aside from a few people.

They are poor and some of the poorer District, people are malnourished but legally, they are forced to stick to a strict diet. Per family of four, per week, they get one 8oz slab of meat, a small amount of butter, a random choice of vegetables and three eggs that are bought with food stamps, booklet issued to each family member regardless of age. They eat like wartime Britain.

To stop overpopulation, women are made infertile after three children.

England is not happy about the Invictus Games but believes that it will bring about a brighter future and are willing to welcome the victor back with open arms.
