Totodile and Cyndaquil were not originally going to be the Johto starters for water and fire. Instead they were going to be Pokémon that were called Honoguma that looked like a fire type version of Raichu and Kurusu, a water type that looked like an early version of Seel. Chikorita was still the grass type starter but it looked different; it used to not have any legs.
