For thirty years, the woman once known as Wyn Rivera has lived the miserable, secluded life of a TLOM. For thirty years she has practiced and perfected the skills necessary to MOLT. Yet, none of her three subsequent MOLTs ended any differently than her first. 

I have personally ensured her enrollment in the most competitive of classes in the finest of TLOM cities, but to no avail. She simply refuses to MOLT. Her logs have been analyzed countless times, yet they reveal no clues as to her reasons for behaving as she does. She does not rebel. She does not pose a physical or emotional threat to the other TLOMs. She performs excellently on every periodic examination. She is a model citizen...save the MOLT. 

I have allowed this to continue, but it can continue no longer. As most of you know, in a few months, I will reach the end of my 32nd MOLT. In less than a year, my time on this Earth will come to an end. I am not afraid- at least, not for myself. But I do fear for the Governance, for Freziere, and for the other cities. My subordinates are greedy and unconcerned. They take what they are given and refuse to give much back. My family, too, concerns itself solely with my wealth and how I plan to divide it up. There is no one more qualified than TLOM- 3645 to take my place. I am as sure of that now as I was the day I first proposed the idea to her, yet no Birth-MOLT, let alone a TLOM can legally be Chancellor. 

That is why I come to you, our trusted Department of Sociology. I have given you this file, which contains every Pre-MOLT document pertaining to Rivera, in the hopes that with the help of this once-classified information, you may derive a way to show her how important she is to the world. This project is of utmost importance, as the Governance will surely decay into gluttony and corruption if anyone other than Wyn Rivera should sit behind my desk. 

If you care for the Governance...if you care for your world...you will care for Wyn Rivera. You will find out what she wants and you will give it to her. My time to save the world is over, but yours has just arrived. You have five months before TLOM-3645 is scheduled to attempt her next MOLT.
