despite being in the Falklands War in 1982, he was never one of those to be in the cave to be discovered as a disciple of Philemon. however, he did follow Prime Minister Camber's beliefs even before he was elected Prime Minister. in the late 1990's, he officially resigned from the Army and joined the London Metropolitan Police Service as a police constable. following the siege of London in 1999, he was transferred to New Scotland Yard and joined the Criminal Investigation Department or CID as a detective constable. by late 2009, he was promoted to DCI. in 2016, he was assigned to interrogating the mugger of Miyuki Kizukinosuke in an effort to capture then Detective Sergeant Evan Price. the fate of the unknown mugger remained well...unknown though it was most likely to be that he was either sentenced to a maximum 10 years in prison or was assassinated by MI6 operatives posing as Japanese police officers, DCI Philips also assigned Kuroi Osada to monitor Evan Price after his trial in London until the confirmation that he may no longer be needed for containment.

Philips was not only like a "grandad" to the Met but also to Evan Price when they first met in Kyoto during Operation Printemps, this was a possible indication that he reflected a lot after the Falklands War. oh and he's quite a gentleman as shown to Kanami when he introduced himself to the idol.
