A Quirkless Villain killing the no.1 superhero?

Izuku needs to get a quirk some how. Maybe someone in the league can help him get a quirk, or maybe inject a quirk in him?

Izuku tried to ask each Villain if they had a friend that can steal or put quirks into something or someone. Someone said they had a scientist making a human-made quirk. But it's in its pre-stage, meaning if you get ejected by it, many things may occur.

Izuku said he doesn't care, he wanted to go to the scientist. They showed him where he was at.
He quickly entered the lab, and saw the scientist doing work. Izuku ran over to him, and pulled his shirt.

" Gimme a quirk. " – Izuku kept tugging his shirt until he gave him a quirk.
" The Human-made quirk is still in its pre-stage so, I recommend you not right n- " – The scientist was interrupted by Izuku, already injecting the human-made quirk into his body.

The scientist was pissed off, and Izuku just looked at him, he tried using his 'quirk.' But nothing happened. Izuku took another human-made quirk, and injected it in him. The scientist was pissed off now, and activated his quirk.

The scientist's quirk was [ PSYCHOKINESIS ] He tried crushing him with rocks, but was unable to. But he did corner him, with rocks surrounding him.

A kinetic power that allows the user to move objects at will,[3] solids and liquids at least, also for example by moving and attacking with the earth in the form of pillars

CONSEQUENCES OF THIS QUIRK.
It's no longer in its pre-stage, so nothing bad happens to him, but something around him does. A 8.5 Earthquake spawns around him, or a tsunami may come.

" It's over now. . Your done for. . " – The scientist laughed. It was really over for him, the Rock was slowly going to crush him, he tried lifting it up and yelled. " STOP! " – Once he yelled that out, everything stopped. . Like if time has stopped. . but since the quirk he activated was in its pre-stage, his arm started hurting like hell, like if something was eating it. He thought about how he was going to do this. Little did Izuku know, his second quirk was. .

[STEAL]

The Quirk steal lets you steal a quirk, and allows you to use it.
Look at the person and 'Steal' The quirk is stolen from them.
This quirk only allows you to steal one quirk and use one quirk at a time.
If you use STEAL on somebody else, and you already stolen a quirk, it gives the previous quirk back to its owner. While you stole the owners quirk. The owner of the quirk is unable to use it.

CONSEQUENCE OF THIS QUIRK.
Due to it being in its pre-stage of this quirk, and if you use it too much, your health
Condition will decrease every time you use it, since it's altering your genes every time you steal a quirk.

But since he didn't know what the second quirk was, he tried to dig himself out. Which may take a day or so to get out.

Looks like I didn't explain what [TIMESTOP] Can do.

[TIMESTOP]

This quirk allows you to stop time around you [ 20 ft radius] , making it a good defense or attack quirk. You can unpause somebody or something by touching them. In order to Unpause time around you, you simply say ' GO! ' and time will unpause. The more you use this quirk, the more mysteries you uncover about this quirk, the rest of this quirks information is UNKNOWN.

CONSEQUENCE OF THIS QUIRK.
Due to this quirk being its in pre-stage, one of your body parts will hurt like hell, as if somebody was ripping your arm or body parts off. Due to TIMESTOP being a powerful quirk, and may cause major damages to your body, since your stopping time, and your the only one who is moving.

Izuku is having trouble digging out it doesn't know what to do. He quickly tries to find a different situation to get out of this corner. He found a notebook on the ground, with all the human-made quirks he made were wrote down.

He at the scientist and said "Steal." Izuku successfully stole his quirk from him and unpaused time around him.

He charged at the scientist and. . .
