So they brought forth a resolution demanding that he provide them with ridiculously in-depth accounts of everything his department had done. They were determined to find evidence that could be used against him.
And, just to be spiteful, they purposefully gave him a deadline that was so absurd that they knew it would be impossible to meet. Which would, of course, provide evidence of his guilt.
