That is the most important thing on a story. Anyone, any reader will look at the title first then at the cover. The descreption too plays a crucial role. With that being said, I think I may start.
The title :
First, the title shouldn't be too long, a four words maximum. A long title is, sometimes, a turn off. You don't want that, now do you? Of course not. So use simple words, not complicated ones that will make a person seek a dictionary, and not a too plain one, I see, personally, no problem with plain words, however some people do so. For example, an overused term on Naruto fanfictions. 'Broken.' That is an incredibly over-used term that no longer seems too interesting. So, be as original as you can and keep in mind to keep it simple.
One other thing to remember, don't give us a turn off by revealing the canon sibling of your oc or the love interest, that is incredibly revealing of almost half of the play out of the story. Play with the element of surprise. Keep us wondering.
The cover :
It doesn't have to be a fancy one, a great or epic one, it can be just simple one representing your oc, an object, anything related to your story, but please, do not use the pic of a canon or the love intereset. We already know how our charcters look like, hell we have them memorized by heart, I don't need a constant reminder of their form, I want someting more original.
The description :
Read to find out....
That doesn't come out as mysterious, cool or vague as you think. No, it comes off as childish, weird, desperate, unprofessional. (And I'm the one talking about professional...) Give a little peek, do not overshare, I don't need knowing that this person did this or that, had this killed, hates that, loves this. That is utter nonsense for which your fingers wasted energy.

Well, as long as they have any slight sort of connection with Naruto, sure why not, go ahead.
A conversation.
Now I think that is the best way to give an idea about a story, the character and a glimpse of the canon or fandom your're using as the partner.
