No.
Is it okay if my oc is in Konoha?
Of course.
Is it necessary for my oc to be in team 7?
No.
Is it bad if my oc is in team 7?
It depends. Is your team 7 consisted of 4 students?
Yes.
Do the other teams have 4 students in them too?
No.
Then it's bad.
According to the Shinobi organizational system, a typical genin team is a three-man team under the guidance of a Jōnin.
"The most basic team is the one a genin is placed in after graduation. This so-called three-man cell consists of three genin under the guidance of a jōnin commander. These teams are meant to give the new shinobi practical skills, while already being a productive member of the organisation."

Therefore, the overused four-man team in almost every story is wrong. There are special made teams for certain missions selected by the Kage, themselves, to go on a mission which can be seen through the Naruto Series. For example, the mission Naruto did with Team Guy, eleven if I remember.
Don't let that sadden you if you were planning to put your oc in Team 7 of Konoha.
Remember, this is a fanfiction. You are writing a fanfiction.
You do not have to settle for the settings and characters the original creator made. You can remove an original character from your story if you would be able to manage the gap they would leave.

Let's take as an example a male hyuuga oc.
(I haven't thought up the details so excuse my sleep deprived lack of creativity self.)
I would want him to have a place in Team 10. And I choose to remove Shikamaru from the story or send him off into another team with other two oc. I would play around with the going of the fights Shikamaru fought to make them match my character or make another different character take care of them if my oc is completely unsuitable for it.
You should keep in mind the little details. The Ino-shika-sho formation. Thus, the oc's father, another oc, will occupy shikaku's, shikamaru's father, place in the former team 10. Then keep the name or change it to suit your oc. Like : Ino-Eii-Sho, Eii as in Eiichi with a father names Eiiji to keep the detail or you could completely get rid of the detail.
But twisting it makes more interesting doesn't it?
See? It's just a bit of hardwork and a lot o using your head. Nothing too fancy, like spaghetti.
I just want you to remember that the fanfic doesn't have to go like every single one. Hell, your oc can be the final boss instead of Kaguya. Or after they defeat Kaguya they meet your oc. The final boss.
Your oc can be one of Kaguya's children. And they have their own clan and descendants and be creative as to what's their legacy going to be or who their chose one is.
Hell. Your story can be narrated from the eyes of an animal like Akamaru.
Not every great story has to be a romance story.
And speaking of Konoha, your oc and story plot would still be kick ass even if they're not living in Konoha. There are multiple villages from which you can choose. Difference makes a lot of readers interested.
It's your fanfiction.
Your story, your rules, your settings.
You're the king/Queen of it.
