It's reason to create the Grim Reaper, will remain unknown.

Silly fact #1: The Grim Reaper actually has NO genders, when Death found the Grim Reaper's soul, he decided to give it a male body thanks to the help of the forge father, which the Grim Reaper is identified as "male", this reason was because death was worried of what his brother strife might attempt do to a female Grim Reaper.

Random fact #1: The Grim Reaper's personality is "shuffled" due to having a soul which is billions of souls into one, which explains why he would be silly, quiet, kind, anger, clueless from time to time... However the pervert personality has not been seen.
