A government that doesn't want it's people to be too smart obviously doesn't have the best interest of the people at heart.
Common people are currently a unit of labor and cash to be used by those willing to harvest them.
Common people are supposed to provide labor, occupy themselves with leisure activities, and distribute the money back into the system. Meanwhile, the rich siphon huge profit from every step of the way, getting richer as the sheep work in an unchanging, static state until they eventually die and are replaced by new sheep.
