The government is completely controlling society, controlling how they think. Most people don't realize it, brainwashed out of having an individual mind.

Until adulthood, when you are assigned a job to do until you die, you live in 'the sector'. It's a large building in the district, almost like a prison. You are taught everything and expected to think how you have been told. But few in the sector realize how things are. 

(OC) has heard rumors for years among adults. Rumors of a new district, teenagers who broke out of the sector and ran from the government. They understood. (OC) did, too. They knew it was either die with no one blinking an eye, or everyone trying to take you down because you have a face. So (OC) ran, chased by government until they finally found it, District 9.

They were tired and broken, but they were welcomed by a group of 7 individuals, a city behind them. But the city was in constant fear of attacks from the government, which did happen. But everyone was content to have their own life. They had little, but shared everything and cared as if everyone were family.
