The town of Honshu. Once a town split up into four. Area's A, B, C and D came, barriers forming to keep the hybrids on their own sides. Life was normal like that. It went on like that for decades after the wolves drove the bunnies, cats and ponies away. It was the year 200 when a new wolf hybrid showed up in Area A. With his loud and mighty howl, he broke down the barriers, just enough for the hybrids to cross into the different area's. With that, a school stadium like building formed in the centre of Honshu.
'Upon this school, I set this law. Those of age 15 will attend the opening ceremony to enrol in this school. If unable to make it in, they will be sent away to learn else where,' the mighty wolf declared. 'Anyone and everyone of that age will attend, no matter what Area you come from or what species you are.'
Everyone agreed. This law was set in stone then and there. The ponies and cats came back, but, still no sign of bunnies. Until last year. Year 211. A family of three came back. A year later, the father disappeared, though many thought a wolf had eaten him. It was finally 213, the year Izuku Midoriya has been waiting for...

Just to clarify, everyone can turn any part of their body into the animal they are or their whole body into the animal. They have all their animal's traits and each hybrid has their own unique scent. Also, Izuku will have a secret illness only his mom and All Might know about. That's all I needed to say. Hope you enjoy!
