Well, it depends on how hard the wind is blowing and if it's done correctly, it can add a dramatic scene. If you want something like a calming scene, the wind should blow soft and the opposite to a dramatic scene. Okay, onto the clothes and hair.
Hair:
Take note that hair is not stuck together, it's a bunch of individuals so when the wind blows, make sure that there's a few standing strands. To make it feel more lively and realistic, maybe you can have the strands interact with the body, like having parts of it infront of the shoulder and a few infront of the face, just make sure that it doesn't cover up the whole face-Clothes:
It depends what kind of clothing they are wearing, but say that they're wearing light clothing with light fabric, making it flowy. When it's being blown by the wind, make it look like it's clinging onto the person's body. It can also follow how the wind blows, for example, the wind is blowing in a circular motion, the clothes can follow it's direction. Maybe you can watch a few anime scenes involving this. Here's a tip:
The wind doesn't blow continuously, it slows down and builds up speed again. So imagine that someone's tugging at the clothing/hair.Another thing, maybe you can observe trees or people being blown by the wind and take note of the details.
