At the age of 13, Dodd began exposing himself to the children that walked by his home. When his parents divorced, he started molesting his six and eight year-old cousins along with the child of the woman his father was dating. In his teenage years Dodd spent his time babysitting, which in return allowed him to molest children while they slept. After joining the Navy, his desires continued, but he was unhonorably discharged for "attempting indecent liberties," he was arrested twice for attempted molestation. In 1987, at 26 Dodd could no longer resist his urge to kill. He went on to have over 50 victims, one of them only being two years old. In 1993, he was the first legal hanging since 1965.
