So I've been digging around some more, and I came across a Reddit post going in depth about Article 13, and I have discovered that there was an addition added, that basically stated that

Non-profit websites are exempt from Article 13, since they have no means through which to pay.

I'm pretty certain Wattpad is not a non-profit site, correct me if I'm wrong of course,

But I wanted to put this out there.
