"Commander Waller, it is complete. Incubation of the child has begun. Should I enhance ageing process?" A scientist informs. "No, the subject is not needed at this time. He will help us change the outcome our future. At a normal rate, what age will he be ready to emerge?" Waller confirms. "Stable brain activity and bone and muscle formation scans show that he will be able to emerge as early as 2 years of age." The scientist responds. Waller looks into the capsule with a devious grin and imagines a new world with meta human soldiers. "I will return later tonight to confirm that he is stable. Project Legacy has officially begun. Start subject 2 in the case that subject 1 fails." Waller says before turning and leaving.

-Hours later Amanda Waller is declared dead after assassination attempt is proved successful. A.R.G.U.S command has shifted to Lyla Michaels, new protocol has been put in place-

A door opens to the room of project Legacy. Two people walk in one who is shocked to see the child in the capsule. "Is subject 2 complete?" The new commander asks. "No I have not started it yet, I got behind on other projects." The scientist said. "Do not continue with the project, I do not want this kind of experiment to every be authorized again. Once this child is ready, we will place him in a protected family. We are not gods, we should be doing things that defy nature in itself." The commander said.

The scientist complied and pushed a button on a screen. One capsule turned red while the other turned green. Fluid drained out of the tank and the child sank down to the bottom of the now empty tank. Sound of a child's cry was heard and Lyla reached in and picked up the child. "What is the child's name?" She asked. "Waller just called it subject 1." He answered shutting down the machine. "Well he deserves a name...who are his biological parents?" Lyla said bouncing the child. The scientist typed on the screen and replied, "Ronald Raymond a.k.a. Firestorm and Dr. Caitlyn Snow". Lyla sighed knowing that the the Doctor would not be ready to care for a child after the passing of her husband.

All of a sudden the child went quiet. Lyla looked down at the child to see he wasn't breathing. "What is wrong with him!" Lyla yelled. "His vitals must be dropping, his body is to young to process properly...place him back in the capsule." The doctor said as he began to reactivate the machine. The scans showed the baby begin to stabilize the longer he spent in the tube. "So what will happen if we take him out?" Lyla asked. The doctor quickly replied, "He will die. I will need to run some tests to find a solution". The two left with one not knowing what was to come.

A week later, a break in had occurred and the subject was stolen. Lyla believed him to be dead, but the doctor knew better. He had men to move her subject to Metropolis, he wanted to finish what Waller had started. With in months the child had "grown" into the body of a 16 year old and he thought it time to let out his creation.

"Hello there..." The doctor said to the waking boy. "Wher-what is happening?" The boy asks. "You were in a coma after a terrible accident." The scientist says to the child. The boy sits up and says, "but I don't remember...what is my name"? The scientist quickly came up with a name and replied, "Charlie, Charlie Snow Raymond. I am afraid that your parents died in the accident so I will personally make sure you are taken care of". The boy was now awake with no idea the plans that Waller had in store for him and what he meant towards the future.
