Quite literally the entirety of Elkurn's government. The city is the same size that East Elkurn City is. The city is a lot more heavily guarded and allows a lot less merchants to stick around for long periods of time. It is very hard to get either in, or out, of the city, and any witches or mages will be promptly eliminated.
