When Gotham was finally united with the mainland Bruce knew a majority of the people he was close to would be hunted down. There was a long detailed list of who they would have come after.
So he offered up himself instead publicly confessing to all of his activities, misadventures. Cutting a deal that placed him in Arkham Asylum indefinitely.

But to many it sickens them to what Bruce is exposed to. People who want to kill him inside the Asylum, abuse and unethical nonsense that counted as therapy from guards and psychiatrists. He wouldn't allow you to try and break him out.
But you could try on the outside and get him out. Arkham wasn't a model institution...with the right amount of money, influence blackmail or....he could be out and with you.
