I honestly prefer using ibisPaintx for changing hair color, but that's really up to you. I like ibisPaintx for this because the color choices are much more flexible and there's no need to erase excess color, beacuse there isn't any.
PicsArt is also great for changing hair color because it has preset options to choose from which makes things faster. It's also easier to use PicsArt in general, it's tools and options are simpler to learn, that applies to the hair color function.
