This is the first rule of being a witch or just practicing Wicca.
Never should you harm a living person, creature or plant. For if your should it will go onto you three times as bad.
If you use anything to harm anyone you have broken the biggest rule of all. That is not a good thing. You have gone against all that you have promised and must make amends.
Harming someone/something doesn't mean you cast a curse on them, it could be that you cast a spell to change their feelings, to make them feel a certain way, make them act a certain way. It could also mean you cast a spell without their permission. You should always ask for permission to cast a spell on someone and of course explain in detail the spell or charm or whatever you are performing on them.
