This combination does not fully exist. Refer back to chapter 1. The only difference is that there is more control over what they do and are more likely to follow the law. However, it can be unhealthy and cause someone to do something, like hunt a murderer down, even when the trail goes cold or if they have to kill them to keep others safe.
