Germany is not Holy rome. They are copies.
Holy Rome was origanally created as a backup in case Rome died. He was created via the help and magic of Britannia. It used both Germania's and Rome's Genetics or something (britannia never gave them specifics)
Germany was created by Germania as a secret. Germania was planning his betrayal of Rome at this point and was just taking precautions. He didn't intend to make Germany look like hre, but it turned out that way. Germany was kept sheltered and away from hre for obvious reasons.
The reason they look similar is because of their land area. If hre had grown up, he would probably have ended up taller than Germany
