Gotham City
5 Years Later

All was quiet, as quiet as Gotham could be anyway, as the GCPD's blimp slowly flew overhead on it's nightly patrol. An express train honked it's horn a few times as it speed along the track, quickly passing over a secluded run down old factory. Unknown to the rest of Gotham, a secret meeting was currently taking place inside the old factory.

"The hell you say?" a man with short spiky blonde hair by the name of Bobo questioned angrily. "You didn't set this up? Then whose party is this?" "I thought it was you East-side losers." a man with short well groomed black hair and a long white scarf that draped over his shoulders by the name of Freddie said. "You already rolled over for the Black Mask and I figured you were gonna ask us in."

"Rolled over?" a large African American man by the name of Tyler Bramford said angrily. "The Mask whacked six of my crew in a month. Six!" Bramford angrily slammed his fist on the table before looking away in frustration. "Some of my best people." "So you set up this meet?" Bobo asked Bramford. "No, I thought it was Chi Chi." Bramford replied, pointing to the man wearing a red bandana and sunglasses sitting next to him. "Wasn't my meet." Chi Chi said shrugging.

Fed up with waiting, Freddie stood. "Oh, to hell with this. I'm going. You brain donors wanna hang around-" "Sit Down, Freddie." a voice suddenly said from above. Everyone in the room looked up at the raised walkway above them to see a figure cloaked in shadow. "It's my meeting."

"It's him!" Chi Chi said standing, everyone soon following suit. "Batman?" Bobo asked, turning around. "We didn't do nothing!" Bramford angrily defended. "Well, we all know that's a lie." The figure said, stepping out of the shadows. The figure was revealed to be a man wearing a grey armored under shirt with cargo pants, military tactical boots, and gauntlets. He also wore a brown leather jacket and a bright red helmet that covered his entire face. The only part of his face that wasn't covered was his eyes which glared down at the group below him, a large gun held loosely in his hand.

"Who the hell are you?" Chi Chi asked, pulling out his gun along with everyone else. "Smoke him!" Bobo said. However, before any of them could get a shot off the masked man repeatedly shot his gun into the table and chairs, causing everyone to quickly take cover. "I said sit down!" The masked man said. "You wanna die?!?" Freddie shouted. "There's easier ways to kill yourself!" "Yeah, like yelling at the guy holding the AK-47." the masked man joked before his voice turned serious, his arm shifting to rest against the walkway's railing.

"Listen to me, you drug-peddling scum bags. I will be running the drug trade from now on. You eight are the most prosperous street dealers in Gotham. I'm offering you morons a deal. You go about your business as usual, but kick up 40% to me. That's a much sweeter deal than the scraps Black Mask is leaving you. In return, you will have total protection from both Black Mask and Batman. But you stay away from kids and school yards. No dealing to children, got it?! If you do..." the masked man stood up to his full height. "...you're dead."

"Okay, crazy man, this is all very generous." Bobo said. "But why in the hell should we listen to you?" The masked man chuckled lightly. "I believe my partner can answer that." Suddenly a large duffel bag is thrown onto the table. All the dealers turned in the direction the bag came from only to find a young girl around eight years old standing behind them.

The girl had strikingly bright red hair that was shaved on one side with matching lipstick and was wearing a red corset with two dice on it, black leather pants with a red diamond on each knee, and brown combat boots. She also wore a short red leather jacket with a black diamond on each elbow and the word Dice written on the back, black fingerless gloves, and a red domino mask. "A kid?" Freddie said in disbelief. "Careful, she's feistier then she looks." the masked man said smugly.

Bobo glanced at the dealer next to him before he slowly unzipped the bag. What they see inside shakes them to their very core. Bramford's eyes widened in disbelief as Chi Chi threw up next to him, a few of the other dealers slowly backed up from the bag in fear. "Damn." Bramford said.

"Those are the heads of all your lieutenants." the masked man said smugly as his young partner smirked and crossed her arms in amusement. "That took me and my partner one hour. You wanna see what we can get done in a whole evening?" The masked man then pointed his gun back at the dealers. "Make no mistake." the girl spoke, drawing all the dealers attention. "He's not asking you to kick in with us. He's telling you."

The masked man proceeded to once again shot up the table, causing everyone to hit the dirt. Once the shooting stopped the dealers looked up at the walkway to see that the man had vanished into thin air. When they looked behind them they saw that the girl had also disappeared. "Forty percent works for me." Freddie quickly said to Bramford who nodded in agreement.
