Kal led Ashi and Sakura out of the restaurant, following the sound of the phaser fire. As soon as they got to the promenade, they saw a team of Starfleet security officers dragging the refugees away like prisoners. The Hakashan Boemuth and one of the Cardassians were on the ground, shot by someone. Several Hakashans were still putting up a fight with no weapons in their hands.

Pahriketh, the tall female Hakashan, spun around and dodged another phaser blast, then grabbed a security officer by the arm and flipped him over, crashing him headfirst into the deck. She swiftly avoided two more strikes and planted a foot in the chest of one man and sent him crashing into a woman. Losing no momentum, she twisted around in a flying kick and her foot met a man's skull, throwing him into a boutique. The man tried to restrain her by grabbing her right arm, but she skillfully kneed and twisted, breaking free from his control and sweeping her foot under his legs. He went down; she slammed her elbow into his forehead. This was all cut short when a phaser blast struck her in the back. She dropped to the ground, out cold.

Kal ran out and got in the middle of this, holding up his hands. "WHAT IS GOING ON HERE! PUT YOUR WEAPONS DOWN!"

The head of the security detachment glared at Kal. "Sir, we cannot do that. We are escorting these people to the Yosemite for transport." He presented a padd.

Kal grabbed the padd and read just the first page. "Who authorized this!"

Admiral Campbell came from another area, a victorious sneer on his face. "I ordered it. We will detain, prosecute, and likely send these people, these Maquis members, back to the Dominion as peace offerings. I should thank you, Captain, for your good work in finding them, but I won't."

Kal saw Makbar gathering the refugees to her, keeping them near their fallen friends to protect them. He walked over and said, "Are you okay?"

Makbar gently answered, "Not really. We just came out of the fitting for our wedding attire, and these men attacked us."

"I'm not done with you!" Admiral Campbell yelled at Kal.

Kal smiled at the terrified refugees. "I am not done fighting for you. Everything will be fine."

"I ORDER YOU TO TURN AROUND!" Campbell bellowed so loud it echoed across the mall level.

Kal turned around and contained his rage in the face of this monster. "These people are not Maquis. They are refugees of the Dominion massacre in the DMZ. The real Maquis saved them when the Federation neglected to help. The real Maquis who came here are dead, and without their death, many more would have died."

"A likely story. You would play at pretending to help innocent victims all the while you use this base as a place to restore the Maquis and their war against the Federation."

One of the human refugees blurted out, "The Maquis were not at war with the Federation!"

"And the voice of the Maquis comes through." Admiral Campbell gave a dismissive glance to this man, he then waved at his officers, "Finish your job."

Kal slowly reached down and picked up a phaser from one of the security officers that Pahriketh attacked. He stood between the refugees and the security officers. "Over my dead body." With that, he aimed directly at Campbell.

"And your treason is complete. Now, I can finally arrest you and no one can protect you."

Admiral Bonita Henderson stepped up just then with Commander Shepard at her side and said, "Actually, you'd be surprised."

Campbell smiled at her. "Oh, and just how do you plan on stopping me?"

"I won't stop you." Bonita said, "He will."
