About Fyodor's ability it's not the ability to kill upon contact as what we have seen may imply rather, the ability "judges" a person's "sins" or crimes throughout their life time and deals a punishment respectively how a person sees the world, in this case how Fyodor sees the world impacts this because as he sees abilities as sins in his mind anyone associated with abilities is a criminal thus explaining the "i am crime" and "i am punishment" scene in dead apple, if this is the case than I think it's safe to say that Fyodor would view himself as an ability user as a crime (you know under the god complex) and this ability as the punishment
