The woman you saw in the vault was the Fall Maiden. She was, sometimes ago, attacked by Cinder. She took some of her power and made her into that state. The thing is, Amber would soon die, so Ozpin and his friends needed someone to take the other half of the Fall Maiden, to ensure it wouldn't seek it's other half"

"Wait why does professor Ozpin need that?"

"Because he and the other headmasters, as well as Glynda and Ruby's uncle are the one who protect the Maidens, to ensure their power don't fall into bad hands. They failed"

"So... Now Cinder have all the power?"

"The full Fall Maiden yes. Pyrrha was chosen by Ozpin to wield it, as she was a good candidate, but as you know, this didn't go well..."
