Barnes managed to escape, he turned into the Winter Soldier. Sam and Steve were gone too, and no one knew if Barnes was loose on the streets in his Winter Soldier mindset. And after fighting him and coming out unsuccessful Tony was sat in the conference room where him and Steve had been earlier with Secretary Ross and Natasha. With Bucky's metal arm clamped between a heavy type of object Sam and Steve made sure it was the real Bucky this time, and it was. They hid in an abandoned workshop.

Bucky told Sam and Steve about the other Winter Soldiers in Siberia, that the man that had given himself out to be the one to evaluate Bucky, wanted to know about. He had escaped, and taken a flight to Moscow. But they didn't know that yet. They could no longer call the other avengers about it. Steve couldn't trust Tony, and Sam told him it would be a bad idea to call him. He signed the accords and it wouldn't be guaranteed that he'd be sent in to help. While Steve was heartbroken from seeing Tony's soul-watch crack into pieces right in front of him he had to focus on the man that had turned Bucky back into the Winter Soldier. Sam had approached him before Bucky woke up, asked if Steve was okay. He had simply nodded, Sam put a hand on his friend's shoulder.

"I'm so sorry..."

Tony and Natasha had listened to Secretary Ross going on about how Bucky would've been eliminated in Romania already if it wasn't for Steve, and that he would handle it. Possibly even kill him if Ross were to be provoked. Sure, Tony and Steve had just fought, and without explicitly saying so Tony broke up with Steve, and Steve had disagreed with him on the accords. But did he really want Steve to be harmed, even worse: killed? No. Not really. He talked Ross out of it, convinced him to let he himself try and find Steve and reason with him. Tony had been granted 36 hours to find him, or Ross would do it himself.

Once Secretary Ross had exited the room Tony sighed deeply. He spoke to Natasha, who walked over to him and put her hand on his shoulder.

"My left arm is numb, is that normal?" He asked her.

"You alright?" She asked instead of answering Tony's question, probably and most likely, aiming at the fight him and Steve had had earlier.

"Always." Tony said like it was obvious, like it was matter of fact he was always okay. Which he wasn't, he never really felt truly okay. Except maybe when he was by Steve's side, but things would never be the same between the two of them. And he didn't really want to see Steve again, but he wanted Steve to die even less so... trying to find him had been an easy giveaway.

Realizing that merely Nat and Tony couldn't take on Captain America, Falcon and Winter Soldier, they both had ideas as to who would be helpful. Natasha spoke to T'Challa, and Tony thought of someone no one had really noticed before. A 15 year old kid from Queens. With considerable powers and a strong will to protect the people from everyday crimes. A kid Tony had seen on Youtube and managed to identify. His name was Peter Parker. Tony drove to Queens, spoke to his guardian who was his aunt, May, about the "grant" Peter had received from the September Foundation.
