Backstory: Herbert came to the island when he had no money left, and nowhere to go. He hated just about everyone, for seemingly no reason. He wanted money, but couldn't get a good job. He eventually came to the conclusion that he should take over the island. For almost 40 years he has been trying to take over the island, but the EDG always stops him.
