Burn doesn't seem to care if she insults Scarlet, but instantly stops when Scarlet threatens their alliance. So, I don't think Burn likes Scarlet that much. But, I do think she cares about her.
Scarlet, on the other hand, probably likes Burn more. At least from my point of view.
