NoNo
No
This can't be happening.
—From a very young age Izuku's little head was filled with thoughts, not just the regulars that pass day by day like "What should I have for lunch?" Or "Should I ask someone to help me with the homework after class?" No not those ones.
These thoughts that would bubble and you overflow, spilling onto pages and cramming themselves into the ears of anyone unlucky enough to be nearby, they where full of wonder. A wonder so strong it could hardly be contained, a wonder for the mysteries of the world; the chink in society's firm amour that people seemed to take no notice of. That was what Izuku's thoughts where.
Although almost anything mildly unusual could get his brain going, the topic of quirks seemed to be the most effective. In fact, such things would plague his mind all day and all night, no matter how loud or how quiet their whispers seemed to never hush.
I mean how could you not at least be slightly fascinated by them? We're talking real life superpowers each of them uniquely mesmerising in their own way and not just that, you could use them to do all sorts of things that ,only a few decades ago, people couldn't even dream of doing!
The more common these powers became, the more relevant they where to society. Things that where written down in story books and action comics told to entertain the impossible, now very much real and with each new generation the complexity of quirks just seemed to grow stronger introducing various paths for the blessed like, well.. heroes.
Heroes. A downfall and an advantage that soon became the strong pillar the world so heavily lent on. The sense of security was so comforting to the many living in fear that everyone seemed to dig their claws deep into the idea thus making them the "new norm".
Alas every source of light brings lurking shadows with it. And with the introduction of heroes, villains soon arose.
Suddenly the world didn't feel so safe anymore.

Don't lift her like that! What are you doing?
Can anyone even hear me?
What the fuck are you doing!?
—Before quirks, discrimination was still very common usually over things like race, ethnicity, religion, sexuality ect. So it wasn't that much of a surprise when anything revolving around these powers started getting the same treatment.
In the early stages it was those who had quirks that where faced with controversy, some even became lab rats for scientists, their rights stripped away from them to be poked and prodded at. Survivors still tell stories of what the experimentations where like to this day and gosh, it could make anyone with decent morals sick to their stomach.
However, over time as more people began to develop superhuman ability's things seemed to change. It went from those with quirks getting shunned away by society to those with certain types of quirks facing the heat. People where soon labelled with downgrading tags such as "useless" or "villain like" depending on what ability's they had.
For example, a person with a quirk that could grow fins ,and other fish-like qualities, would have a much higher risk at experiencing persecution than someone who could manipulate the earth to however they like with minimum limitations. The never ending pattern of humans tyrannising others for something out of their control. It seemed to happen with every genetically induced feature of the human body.
