A raffle is done up every year, for higher ups to hook up with those who are lower than them. Except the year Amira comes of age to be apart of such a raffle...with the rule changing. Five higher ups are taking five grisha women as their brides by the end of the year..till then they are to have a mask on be visited by their higher up where they are mated by their future husband every night.
